Cosmetic regulatory compliance · UK & EU
Safety assessments and market-access documents for cosmetic brands selling in the UK and EU
GoodHealth Tech OÜ is an Estonia-registered B2B regulatory consultancy. Our qualified EU cosmetic safety assessor prepares the Cosmetic Product Safety Reports, Product Information Files and notifications that brands and Amazon sellers need to place cosmetics on the UK and EU markets — and to keep their listings compliant.
Core services
Each engagement is handled by a qualified safety assessor, from formula review through to the signed report and notification.
Cosmetic Product Safety Report (CPSR)
Part A safety information and Part B safety assessment, signed by a qualified safety assessor. Includes ingredient toxicological review, margin of safety calculation and exposure assessment.
Product Information File (PIF)
Compilation and gap check of the full PIF: product description, CPSR, GMP statement, proof of claimed effects and animal-testing data.
Product notification
Submission of products to the UK Submit Cosmetic Product Notification (SCPN) portal and the EU Cosmetic Products Notification Portal (CPNP).
Responsible Person support
Guidance and documentation for appointing and acting as the Responsible Person, including label address requirements for the UK and EU.
Label and claim review
Review of INCI lists, mandatory label elements, warnings and marketing claims against EU/UK rules, with suggested compliant wording.
Ingredient compliance check
Screening of formulas against prohibited and restricted substance annexes (Annex II–VI) and recent CMR amendments before launch.
Compliance support for Amazon sellers
Amazon requires cosmetic sellers in the UK and EU stores to prove that each product meets local cosmetics law. When listings are blocked or a compliance document is requested, we prepare the evidence and help the seller respond.
Review the request
With View-only access granted by the seller, we read the compliance document request, listing compliance issue or Account Health notification to identify exactly what Amazon needs.
Prepare the documents
We produce or correct the CPSR, PIF extracts, SCPN/CPNP notification proof, Responsible Person details and label evidence that answer the request.
Seller submits
We hand the documents to the seller with a short explanation of what each one demonstrates, so the seller can upload them and restore or keep the listing.
Keep it compliant
We flag label or claim changes needed before new variants are listed, so new products launch without compliance blocks.
Benefits for sellers: faster responses to compliance requests, fewer blocked listings, documents prepared by a qualified assessor, and one point of contact for both the UK and EU stores.
Track record
A product from our own brand portfolio, taken from formula to notification in both markets.
iFRESH Anti-Aging and Soothing Protection Day Cream
For this leave-on facial cream we carried out the ingredient compliance check, prepared the CPSR and PIF, reviewed the label and claims, and completed notification in both the UK and the EU. The product is now notified in both markets and the brand holds a registered UK trademark.
